Q1: I’m not familiar with the 80% threshold, but it seems like a manual selection, something people simply agree on. If that’s the case, you can set any threshold you find right or agree on with your colleagues. I’d take 80% too.

Q2: If a certain option never occurs, the algorithm has no way to know it should have occurred, and so if I understand your question correctly, I guess it won’t work here too. But feel free to try it with the code!
